That name sound vaguely familiar. I wonder if I remember my Dad using that term.
I don't have that tool and I do need it for exactly the reason you noted, aRMY83. My chain link fence has come loose in some areas plus there is a tiny section I need to replace.
Anyway, I added it to the dictionary.

That's a great link! I like it when they have diagrams along with a explanation.
I'm sure I'll find many uses for that winch, I just need to go buy it. I know of the tools I do have, which is quite a few, I've found multiple uses for them, other than what they were intended, so I expect the winch will be no exception.
More than likely I'll buy a couple of them. Seems there may be instances where a couple or three would be in order.
